Now that the reform has been fully implemented, the Northants Parent Forum Group (NPFG) would like to find out how the process was/is for your family. We all agree that the reform is a great piece of legislation for our children and young people but we are also aware of the many challenges, which came along with it. We would like to invite you to join us at our interactive feedback event:

Take more control: data protection is getting more personal
Every time you shop online, use an app, stream a file or ‘like’ a social media post, you generate data. The scale is huge - every minute of every day, across the globe internet users collectively publish 450,000 Twitter posts, watch 69,000 hours of video on Netflix, and request 18 million weather forecasts. To keep pace, the General Data Protection Regulation (GDPR) comes into force on 25 May 2018.

What is GDPR?
GDPR stands for General Data Protection Regulation. It’s the biggest change to UK data privacy law for 20 years and creates a single set of rules that better protects personal information for people across the EU. All organisations must review how they manage all personal data, such as customer addresses and staff details, to ensure they meet GDPR requirements.

Forthcoming Events for Parents and Family Members Caring for a Disabled Child

What: Free SEND Legal Advice Sessions in Corby
When: Mondays by appointment only 10am - 4pm   
Where: Pen Green Centre, Pen Green Lane, Corby. NN17 1BJ

An exciting project Pen Green Centre for Children and their Families. In partnership with IPSEA they are able to offer legally based information and next step advice on any educational issue that is the result of a child’s SEND. They are offering free 30 minute sessions with an IPSEA lawyer regarding special educational needs and/or disability in education. Sessions are available by appointment on Mondays. The lawyers have requested that referrals are received by Thursday prior to the appointment to ensure there are no conflicts of interest, in certain situations they would be willing to see parents on a drop-in basis, providing there were available slots.

The NPFG have been asked by School Head Teachers to circulate the information below to our parents/carers for their feedback on Post 19 Provisions..

The Secondary Special School Headteachers are concerned about the opportunities for our students once they leave school at the end of Year 13

Our evidence shows that across the county few students move onto courses which build on the skills and experiences they have had in school and a significant number drop out, due to lack of stimulus or enjoyment.

Very few students move onto an "employability" route, even though, we believe many are capable of doing so.

Local Authority Statement About School Transport Issues

The Local Authority is aware of a number of issues relating to transport arrangements for the start of this academic year, and wish to apologise if this has impacted on you and your family.

The LA will be reviewing this year’s process with representatives from Information Advice and Support Service and Northamptonshire Parent Forum Group, and will feed back to all parents on the outcome of this meeting via social media.

Short Breaks Statement March 2016

Discussions between NPFG and NCC’s Commissioner for Short Break Services continue. We are pleased to share NCC’s interim statement regarding “Short Breaks for Children with Special Education Needs and Disabilities” with you:

Currently the Guideposts Trust holds five contracts to deliver short break services for children with SEND in Northamptonshire. The contracts are for the provision of:

  1. A Youth Club in Brackley
  2. A Youth Club in Daventry
  3. A Youth Club in Northampton
  4. Short breaks for children and young people with Profound and Multiple Learning Difficulties  in Daventry
  5. Short breaks for children and young people with Profound and Multiple Learning Difficulties  in Northampton
In February Guideposts Trust announced that it is withdrawing from service provision in Northamptonshire on 31st March 2016.

NCC funding continues to be available for all the facilities with the exception of the Youth Club in Northampton and the Authority is doing everything possible to find replacement providers for these services.  Despite the limited notice, negotiations are reasonably well advanced with several organisations who have expressed an interest in stepping i to the breach.

Similarly the Papworth Trust has announced that it will cease to deliver two Youth Club services for Children with SEND in Kettering and Wellingborough. Again, NCC funding continues to be available for these clubs and negotiations are well advanced with several organisations who have expressed an interest in taking over the provision of these services..

NCC hopes to be able to make more information available to interested parties about all of these services before the end of March.

You may be aware of the independent review I was asked to chair by the Minister for Schools. The review was asked to advise the Department for Education on statutory assessment arrangements for pupils working below the standard of national curriculum tests, including those with special educational needs and disabilities. We are pleased to inform you that Sherann Hillman co-chair of the NNPCF Steering Group, also sits on this board.

As part of our work, the members of the Rochford Review are keen to hear the views of anybody with an interest in this area.  I would like to invite you to complete our survey https://www.surveymonkey.co.uk/r/rochfordreviewsurvey.

We are seeking to gain a wide range of views from stakeholders and would encourage you to share the survey with any of your contacts who may be interested. Please note that all survey responses will be treated as confidential.

Ofsted and CQC Consultation on the SEND Inspection Framework

In the last joint bulletin from the National Network of Parent Carer Forums (NNPCF) and Contact A Family (CAF), Parent Carer Forums were informed that the NNPCF Steering Group would be producing a briefing paper, to assist forums in responding to the Ofsted and CQC consultation on the SEND Inspection Framework.

Forums are strongly advised to encourage individual parents to participate in the survey.

We also feel it is time to share our work and achievements from the past 6 months. 

Our engagement with parents led to influence the work of our partners within the  Local Authority as well as Health and Education Authorities.

A big Thank You goes out to all parents and professionals who have been involved in our previous Education focussed and Health & Social Care focussed events. The findings from these events have influenced various working groups within the Northamptonshire County Council.

FREE family fun day for children and young people with SEN/Disabilities. We are pleased to inform you that Rachel Morris, member of the Paralympic Rowing Team for Rio 2016 will be joining us next Sunday. 

The event is aimed for children and young people aged 0-25 with special educational needs and/or disabilities and their families – you do not need to have a diagnosis to come along. This free event will run from 12 pm until 4 pm at Northampton College, Booth Lane, Northampton, NN3 3RF
